Oversight & Accountability:

Building security capacity without strengthening oversight and accountability can lead to the abuse of authority, including human rights violations, corruption and the misappropriation of public funds. Libra has expertise in building government oversight and accountability capacity in the security and justice sectors, including the design and establishment of internal and external accountability mechanisms.

Project examples:

• Supported the Iraqi Ministry of Interior in the development of an internal security forces (ISF) disciplinary system including training ISF judges in court administration and facilitating the design of curriculum for training ISF investigation board members.
• Libra designed and implemented a human rights training programme for Lebanese Internal Security Forces helping to improve Lebanese police accountability in terms of improving police behaviour and adherence to the rule of law.
• Libra designed and implemented a training programme for the Royal Thai Police ‘Capacity building for counter-terrorism and policing in conflict situations – policing in a multi-cultural society’.
