Monitoring & Evaluation (M&E)

Libra Advisory Group has considerable experience of monitoring and evaluation of security and justice sector reform programmes and stabilisation operations. Monitoring and evaluation contributes to greater efficacy and transparency in security and justice sector reform and stabilisation, thus helping improve the confidence and accountability of institutions and stakeholders.

Our reviews utilise a variety of frameworks and methodologies to analyse the context, identify priorities, track performance in implementation and results and assess overall programme and policy design. Libra has examined issues of cohesion, co-ordination and impact, and shaped the design of subsequent programmes by, for example, improving the use of justice and security performance indicators.

Project examples:

• Libra contributed to a UK Government review of all UK funded activities in support of security and justice in Africa.
• Libra conducted a review of the UK-funded justice and policing programmes in Sudan.
• Libra has conducted formal output-to-purpose reviews of UK-funded security sector reform programme in Sierra Leone.
