In designing stabilisation policy, Libra is conscious of the profound impact stabilisation processes may have on social, economic and political development. We aim to promote and strengthen state institutions through broad and inter-dependent programming in the political, governance, rule of law, economic and administrative spheres. Interventions are designed to build state capability and legitimacy in parallel. To improve effectiveness, we adopt an integrated approach to stabilisation that draws together agencies and departments in a "whole of government" approach, with clearly defined responsibilities and inter-dependencies. We are used to working collaboratively - in joint military and civilian operations at tactical and strategic levels, and multilaterally - with international partners.
