Libra provides security and justice sector reform services in conflict-affected, post-conflict and fragile states for donors including the UK Government (Department for International Development, Foreign & Commonwealth Office, and Ministry of Defence), United Nations, United States and Dutch Governments. We provide advisory and implementation services in accordance with development best practice and recognise the intrinsic value of security and justice sector reform in supporting sustainable development. We are able to advise on all parts of system reform programmes and understand the relationship between security and justice, economic development, poverty alleviation and democratic reform.
Our programmes are conceived and implemented in the context of national development aims, taking account of the need for a cross-sectoral approach and for co-ordination in-line with other donor programmes. Our implementation track record demonstrates the importance we attach to building partnerships between security providers, justice personnel and civil society organisations to ensure both programmatic coherence and sustainability after the donor intervention.
Libra’s aim is to create sustainable, effective and accountable security and justice systems that provide rule of law, internal and external security and effective civilian oversight and accountability. We believe in the fundamental importance of local ownership in the process of reform itself and in the systems it delivers. We understand the significance of strengthening both a society’s ability to signal its needs and the ability of the security and justice sector providers to respond to those needs.
