U.S. Policy Options for Iraq: A Reassessment
In this Rand report, Director Andrew Rathmell et al evaluate the costs and benefits of five alternative strategies the United States could pursue in Iraq. The authors argue that, as long as the United States remains in Iraq, policy actions must focus on improving the security of Iraq’s population by reducing violence. They offer recommendations for ways in which U.S. political, security, and economic policies in Iraq could be better geared to support this goal, though they emphasize the challenges inherent in this endeavour.

A new Persian Gulf Security System
In this RAND Issue Paper, Libra Director Andrew Rathmell et al examine the options for a post-Saddam Persian Gulf security system. A fundamentally new Iraqi regime is necessary but, the authors argue, insufficient for lasting Gulf security. The authors analyze the strategic challenges of Gulf security and outline the disadvantages to the United States and to the region of today's heavy dependence on a forward U.S. military presence and readiness to fight increasingly risky expeditionary wars.

This report, co-authored by Director Andrew Rathmell, provides recommendations on the conceptualization and overall design of stabilisation operations, drawing on lessons from international experiences with stabilisation missions and evolving good practices in dealing with fragile states and post-conflict countries. The report was designed to help guide Post-Conflict Reconstruction Unit planners and colleagues in the preparation of a stabilisation operation.
